    << Background >>Corruption is an important priority at EU level and since 2020 has become one of the pillars of the newly established European Rule of Law Mechanism which provides a process for an annual dialogue between the Commission, the Council and the European Parliament together with Member States as well as national parliaments, civil society and other stakeholders.Education with regards to anticorruption, ethics and integrity is considered a major priority by the Group of States Against Corruption (GRECO). GRECO recommended to almost all the countries assessed to organize regular training on corruption prevention, integrity and conflicts of interests, conducted by qualified trainers. GRECO also pointed out that all preventive tools should be explained to the public, thus gaining trust and support.Anticorruption agencies have adressed the problem with specialized short-term trainings, and the methods take specific form of vocational education using a curriculum dedicated to the beneficiary target groups, designed in accordance with general training practices and concepts.The development of training activities at the level of all partner countries and institutions and the interactions of trainers with different target groups and other partner institutions highlighted the need for innovation and consolidation of training methods and techniques, with a higher emphasis on digitalization, elements of practice and active involvement of participants.In this conext, the project adresses the following specific needs:- to diversify and inovate training in anticorruption, ethics and integrity,- to improve training techniques for trainers on ethics and integrity, - to include and develop innovative training techniques, digital pedagogy, ways with working with groups and expertise in the use of digital tools,- to increase the capacity of anticorruption agencies and training institutions to manage and effect change in training process and methods in the field of ethics and integrity, including through digital education.<< Objectives >>This project intends to contribute to the improvement of training techniques for trainers on ethics and integrity, including by developing innovative training techniques, digital pedagogy, ways with working with groups and expertise in the use of digital tools, which the trainers will embrace and apply in every day work.All partner countries (Romania, Bulgaria, Italy, Spain and Latvia) intend to capitalize on the potential of good practices of other specialized authorities and institutions at EU level in the field of ethics and integrity training, so as to improve professional training skills, and, on the other hand, to foster the development of digital skills and or use of appropriate resources to meet learning needs. Specific objectives:1. Improve the training skills of ethics and integrity trainers, including through the development of digital pedagogy and expertise in the use of digital tools for trainers2. Improving the training methods and techinques used in the field of ethics and integrity in the partner countries3. Foster attitude change of the civil servants and law enforcement at the beginning of their careers, with a view of improving quality of anticorruption and ethical training for the civil servants and law enforcement officials at the beginning of their careers.<< Implementation >>Within the project, we have included the following activities:- The production of 3 Project Results Project Result 1 - Training curriculum in the field of anti-corruption, ethics, integrity for initial employee training (e.g. law enforcement initial training) with a focus on the non-formal context of the trainigProject Result 2 - Training curriculum in the field of anti-corruption, ethics and integrity to be used in the continuous training and dedicated anticorruption courses for the public officials or civil societyProject Result 3 - Training curricullum/ guideline for the anti-corruption trainers with a view of supporting the training activities either in the academic environment or in the field of continuous training: integrity adviser, anti-corruption trainers- Organizing of 6 Learning, Teaching and Training ActivitiesActivity C1 - Job shadowing activity to facilitate practice exchange and critical assessment with regards to training of ethics and integrity in academic environment in ItalyActivity C2 - Job shadowing activity to facilitate practice exchange and critical assessment with regards to training of ethics and integrity in anticorruption agencies and training institutions in LatviaActivity C3 - Job shadowing activity to facilitate practice exchange and critical assessment with regards to training of ethics and integrity in anticorruption agencies and training institutions in BulgariaActivity C4 - Pilot training using the Training curriculum in the field of anti-corruption, ethics, integrity for initial employee training (e.g. law enforcement initial training) with a focus on the non-formal context of the trainingActivity C5 -Pilot training using the Training curriculum in the field of anti-corruption, ethics and integrity to be used in the dedicated anticorruption courses for the public officials or civil societyActivity C6 - Pilot training using the Training curriculum/guideline for the anti-corruption trainers with a view of supporting the training activities either in the academic environment or in the field of continuous trainingA number of 6 transnational meetings will be held (in every country) in order to ensure the proper monitoring and coordination of all project activities. The foreseen participants are representatives of the project staff, as well, if needed, persons with responsibilities of project monitoring and financial coordination. In case that phisical meetings will be very difficult or impossible to organise, these will be organised through online platforms.DGA will ensure the project management through their dedicated Coordination Team (Project Manager, Deputy Project Manager, Financial Coordinator, Monitoring Responsible, Implementation Responsible) with a view to implement management/coordination processes, decision making & conflict resolution, risk assessment & mitigation planning. A number of 3 multiplyer events will be organized in order to share our project results and ensure an increased visibility for the project. The target group will consist of integrity/ethic advisors, experts in the NGO sector, representatives of public institutions with competencies in anticorruption and integrity (e.g. Ministry of Justice, National Integrity Agency), as well as other stakeholders.The objectives of the event will be to raise awareness on the following:1) lack of training events and programs for trainers;2) the need of strategic professional development planning3) the necessity of professional networks and partnerships at EU level;4) the existence of 3 ready-to-use professional Curricula in the field of anticorruption, ethics and integrity.<< Results >>The project will allow for the increase of the capacity of anticorruption agencies, training institutions, academia and civil society to manage and effect change in training process and methods in the field of ethics and integrity, including through digital education.The project will also contribute to the improvement of training techniques for trainers on ethics and integrity, including by developing innovative training techniques, digital pedagogy, ways with working with groups and expertise in the use of digital tools, which the trainers will embrace and apply in every day work.The proect will develop 3 training curricula which will impact the improvement of trainers’ facilitation skills, will develop their design thinking and stimulate the use of coaching techniques and other innovative training methods. It will also equip VET and public administration sector trainers with the training skills, expertise and aptitudes allowing them to bring the innovation concept into their subjects of expertise which is mandatory for providing successful and effective training for civil servants. At the same time, the target groups (teachers/trainers/civil servants) from within anticorruption agencies, training institutions, academia and civil society will benefit from applied training sessions in the field of ethics, integrity and anti-corruption, with a high level of quality, coherence and implementation into practical activity. The results of the project will be available to all stakeholders, the partners agreeing to share them.

    There are over 2.4 million firefighters across EU countries reflecting a vast professional population requiring innovative and effective vocational training. One of the primary (if not the primary) causes of accidents or, ‘near misses,’ on the fireground is a loss of, ‘situation awareness’ (Trippett, 2007). Situation awareness (SA) represents the capacity of the human brain to maintain an accurate understanding of a situation when there are many competing demands. Under pressured fireground operations, even the best-trained individual may have poor SA. When this occurs, key information may be overlooked or dismissed, or faulty information may be used to make critical decisions.A tool to assess SA in terms of information awareness has previously been developed in the FireMind project funded under the Erasmus+ programme and this tool has been successfully used, for example by the Fire Service Academy (IFV) in the Netherlands (Bomhof, 2017). FireMind has proved very successful in measuring SA in terms of how aware firefighters are of the information available to them (Arendtsen et al., 2016) and whether they tend to accept or reject available information when making decisions.The FireFront project has added an entirely new capability by introducing measures into the tool that assess not only firefighters’ SA, but also an entirely new measure of ‘situation understanding’ (SU), or ‘sensemaking’. SU is concerned not just with how much information an individual is aware of (and using to make decisions), but the understanding of that information. Highly trained individuals, such as firefighters, will use their knowledge, experience, and training to augment the sensory information available, predict what is likely to happen, and so support their decision-making. Whereas FireMind assessed awareness of information from the fireground, FireFront assesses firefighters’ understanding of the importance of that information; the tool name reflecting the likely involvement of higher cognitive functions in frontal brain regions in situation understanding.The aim of the FireFront project has been to develop the SA and SU measures as part of a complete ‘package’ that will present a scenario to firefighters, assess their SA and SU, and then give individualised feedback on their performance and what it means. Within the current project, the tool has been implemented across a number of training platforms as originally proposed as Output 03 (Methodologies for applying FireFront across different training platforms).The target group in this project are firefighters and those involved in their training. The three tool-versions have been used to successfully test over 1,700 firefighters across four countries – as well as 700 non-firefighters. The tool has been very well received by end-users. The online version of the tool incorporates a Likert rating scale asking firefighters how useful they found the training delivered by the tool to be (1, not useful – 10, very useful). The mean score was 8.2.Dissemination activities in the Netherlands and Estonia were very well received. The project generated a lot of interest, not just within the firefighting community, but also other groups including the other emergency services and the military. The flexibility of the tool means that any group could easily adapt the approach for use in their own training, and discussions to facilitate this are ongoing.

    The main objective of this Knowledge Alliance was to establish an international learning, teaching and knowledge-sharing environment that contributes to the development and professionalisation of leadership and innovation in the field of international safety and security. •The guiding principles were:•Multi Stakeholder collaboration•Co-Creation•Evidence Based Management•International Perspectiv•Allignment between Policy and practiceThe Knowledge Alliance consisted of partners from higher education, private industry, law enforcement, municipalities and NGOs. In particular, it included nine partners representing educational, business and network organisations, as well as agencies from the emergency, crisis, safety and security sectors, each with complementary skills and expertise. Some partners were experts in research, others in education, while others were safety and security professionals across diverse areas and from operational to strategic level. Our project further established a high-profile advisory board consisting of core actors in the security arena that advised on the progress of the project.The main products that were developed during the course of the project were:The main products that were developed during the course of the project were:•A Holistic Executive Master (MSc) programme on International Security Management;•A Horizon Scanning Tool (HST)•A Massive Open Online Course (MOOC);•A Security Multilogue Platform (SMP) Open World Version; a Forum based tool for exchange of ideas within the Msc •A Security Multilogue Platform closed version; a forum tool to incorporate the outcomes of the Horizon Scanning Exercise provide by use of the HST for students of the MSc International Security Management.•A White paper on online co-design of blended learning by using synchronous communication technology;•A book called “International Security Management: New Solutions to Complexity”•A website used for dissemination and presentation of the ISM-KA products called www.ism-ka.euAll ISM-KA main products have been shaped around the MSc programme, which is the core outcome of the ISM-KA project that may represent the main source of income. Indirectly, revenues derived from the MSc programme will cover some expenses of the other ISM-KA main products. All publicly accessible products will be offered through the ISMKA website www.ism-ka.eu and on the Erasmus Plus Project Results Plaform ensuring their visibility and helping with their sustainability. The products are designed to be compatible and complementary to one and another thereby enhancing their users’ knowledge and experience in the safety and security domain. The sections below describe the products that have been developed; the envisaged role for the current consortium partners in the exploitation; and the perceived benefit for the partners to do so. To ensure the exploitation of the products of the ISM-KA each ISM-KA main product will be managed in terms of content update and budget by the partner organisation that has developed it. The main exploitable project outcome being the ISM-KA MSc programme will be, for now, the sole exploitable product in terms of direct revenue. The HST and the SMP – closed version will be hosted by Sheffield Hallam University (SHU) and utilised and covered as part of the ISM- MSc programme. The MOOC will remain imbedded on the Coursera platform and any necessary updates will be performed by RSM. For the SMP open world version a source of revenue will be sought trough platform membership fees that will in return cover the future upkeep and sustainability of the platform managed by FORMIT.

    PANTHEON will design and develop a Community based Digital Ecosystem for Disaster Resilience utilising Smart City Digital Twin (SCDT) technology and leveraging new and emerging technologies and innovations to improve risk assessment, reduce vulnerability, and building community disaster resilience. The aim is to enhance the operational capabilities of CBDRM (community based DRM) teams, by: a community based smart city digital twin environment with components used for simulations, training and evaluation of the behaviour of sub-systems, threats and human factor; an early Detection and Situational awareness environment enabling authorities and FR and SR (first and second) even in complex, remote and demanding locations; an integrated intelligent subsystem, by the utilization collaborative sensing from earth observations and swarms of UAVs optimized to autonomously perform UAV-assisted operations throughout all disaster phases. PANTHEON platform and technologies will be combined with IoT infrastructure, multi-source data (satellite and in situ data, social networks, historical data) to create a tool for assessment of risks, vulnerability and capacity assessment; disseminate and inform decision makers and the public for risks during disasters; engage citizens and stakeholders in the disaster resilience building and share knowledge and best practices; identify vulnerabilities and implement policies, strategies and plans to eliminate future disaster costs; enhance collaboration among people at the local level; promote the conduct of comprehensive surveys on multi-hazard disaster risks and the development of regional disaster risk assessments and maps, including climate change scenarios; promote and enhance, through international cooperation, including technology transfer, access to and the sharing and use of non-sensitive data and information; SCDT will enable collective community behavior into the assessments of exposure to urban multi-hazards across time and space.
