Open Access Mandate for Publications and Research data assignment_turned_in Project2019 - 2019Partners:UEFISCDIUEFISCDIFunder: European Commission Project Code: 847457Overall Budget: 150,000 EURFunder Contribution: 150,000 EURThe project aims to organize the annual MSCA Conference under the Romanian Presidency of the EU Council, bringing together researchers from all over Europe and encouraging dialogue on how to support excellence through mobility across borders, sectors and disciplines. During a day and a half of intense debates, European and national high officials, policymakers, researchers and other relevant stakeholders will aim to identify and promote European initiatives designed to contribute to increased excellence through research and innovation, which in turn will further Europe’s advancement worldwide. Similar to previous editions and in order to both raise awareness and award excellence, the Conference will recognize the merits of the most promising researchers under three categories: innovation and entrepreneurship; communication science; contributing to a better society. The conference will be organized by UEFISCDI, an organization with a long tradition of supporting large-scale events, together with the Ministry of Research and Innovation, which constitutes a guarantee for success of the event. Both entities will make the best use of their human and administrative resources to promote and organize the event, based on a well-developed work plan with clear objectives, milestones and deliverables, while mitigating any potential risks. The previous experience will enable for reaching the targeted audience and a sound dissemination of the results at all stages. All in all, the Bucharest event will enable a direct interaction between researchers and EU representatives involved in future FP9 R&I policy in order to work on practical solution to strengthening human capital and skills development throughout European Research Area.

The conference will bring on the stage debates about how to bridge the gap from idea to investable project, how to support breakthrough innovations and the scale up potential with high risk for private investors. Over the course of the three days, the conference will focus on three overarching topics for the next EU Research and Innovation Programme (2021-2027) – Horizon Europe: Pathfinder, Accelerator and Financial Instruments. The project will work intensively to engage quadruple helix actors – high level representatives and national and regional decision makers, companies, research and academia and civil society – in an active dialogue on how to enable breakthrough innovation through the new European Innovation Council. The legacy of IEW Bucharest 2019 is two-folded: along with the increased levels of awareness and understanding of the Horizon Europe programme, with particular focus on the European Innovation Council, a framework for new international collaborations for innovative projects will be arranged.

The first event of the series will take place in Romania/Bucharest at the end of April 2019, under the EU presidency of Romania. The event will be hosted at the Palace of Parliament for three days, followed by one day with optional visits to prestigious Romanian research centres (INCAS, COMOTI) and aeronautics industries (ROMAERO, IAR Brasov, …). The second event of the series will take place in Germany/Berlin at the end of May 2020 being planned to link the AEROdays with the International Air Show ILA 2020 and the Berlin viation summit - as a marketing platform for innovation and new technologies. The event is also understood as an event to link the Croatian with the German council presidency. The TandemAEROdays19.20 is expected to attract more than 1000 visitors for both events from across Europe and world-wide, and will strongly support the aviation and aeronautics sector, both with respect to technological kowledge transfer and networking with regard to the tranport sector as a whole. The Tandem AEROdays will disseminate results and demonstrations from flagship programmes in the aviation sector, such as CleanSky, SESAR, Future Sky and will also encompass social and networking activities to stimulate future collaborations within the future FP9. Not least, the TandemAEROdays19.20 will focus on conveying successfully the message of efficient EU aeronautics R&T through relevant media channels.

The project will foster the transnational collaboration based in innovation vouchers by increasing the range of services offered in the vouchers scheme to include innovation transnational services and the definition of a procedure of automatic recognition of foreign providers, thus increasing the access of SMEs to knowledge and technology from all across Europe. The project will define all the aspects of the model (vision, services catalogue, service providers, communication plan, voucher mechanism and the elements for the efficient management of the model), their minimum requirements to enable the European Label award and the European Label system, based on the experience of the consortium partners on the innovation vouchers management. The new model will be tested in real environment in a pilot project by the launch of an innovation voucher’s call in five regions to support only transnational exchange of innovation services. Lessons learnt during the pilot project, jointly with the feedback from other regions from outside of the project will contribute to improve the defined model. The outcome of the project will consist on a guideline of recommendations on the European Label implementation that will provide the European Commission the tools, procedures and model of entity to manage a future European Label system. The guideline will be delivered in two phases: a first draft after the first year of the project and a reviewed version after the completion of the pilot project, at the third year. This guideline pretends to contribute the future policies to be developed by the European Commission on innovation support field.
