assignment_turned_in ProjectPartners:Asociación Profesional Andaluza de Gestores Energéticos, ASSOCIAZIONE RETE NAZIONALE AGENZIEENERGETICHE LOCALI, INTERNATIONAL CONSULTING AND MOBILITY AGENCY S.L., KAPE, ADENE +1 partnersAsociación Profesional Andaluza de Gestores Energéticos,ASSOCIAZIONE RETE NAZIONALE AGENZIEENERGETICHE LOCALI,INTERNATIONAL CONSULTING AND MOBILITY AGENCY S.L.,KAPE,ADENE,AISFOR SRLFunder: European Commission Project Code: 2014-1-IT01-KA202-002672Funder Contribution: 300,000 EUR"ENACT - ENergy Auditors Competences, Training and profiles - is a European project within the ERASMUS+ programme involving 6 partners from 4 European countries (Italy, Poland, Portugal and Spain) carried out from September 2014 to August 2016.ENACT addressed the need to define the professional figure of the energy auditor in the civil sector with focus on residential buildings, the proposed ENACT Energy Auditor represents in fact an important professional figure in modern societies considering the third target ""Climate change and energy sustainability"" of the Europe 2020 strategy (20% reduction of greenhouse gas emissions , 20% increase of of energy from renewables, 20% increase in energy efficiency). In order to reach the 20% increase in energy efficiency in the civil sector, a proper and skilled figure to support consumers in their energy efficiency process (from the awareness raising to the take-up in the household of energy efficient measures) is highly needed in the market. The professional figure for this activity defined and proposed within the project is the ENACT Energy Auditor. On the development of the ENACT project, 6 European partners have collaborated together: under the coordination of AISFOR, the partners involved were RENAEL (It), ADENE (Pt) Kape (Pl), INCOMA (Es) and APADGE (Es) representing the two sectors addressed: VET and energy. All partners are experts in the European training market / energy market and are involved in other projects related to ENAC:Tnational initiatives, European concertation actions and EU projects.The partners have closely collaborated to implement the ambitious ENACT work plan to define the ENACT Energy Auditor profile, the training programmes, modules and relative training materials in an harmonised and structured manner in all the project countries involved. The partners have also collaborated to design the ENACT ECVET system for the mutual recognition of the ENACT training and have prepared and undersigned a Memorandum of Understanding. During the 24-month ENACT project period, the following activities have been developed:- study of the energy auditing market in Europe with focus on the civil/residential sector,- analysis and comparison of the existing figures in the project national markets for domestic / civil energy auditing - in terms of knowledge, skills and competencies of the various existing figures,- definition of the KSC (Knowledge, Skills and Competencies) matrix of the ENACT Energy Auditor and definition of the relative ENACT Energy Auditor profile leading to the publication of the relative Qualification Scheme,- definition of the ENACT Energy Auditor training course,- validation of the defined profile, training scheme and materials,- collection and analysis of the open training resources related to the modules of the ENACT Energy Auditor training course,- preparation of the relative ENACT training materials for each module for the pilot and validation of the trainign course and material,- set-up of the ICT ENACT system, including the choice of the training platform and its customization for the Italian pilot and the validation in the other countries,- development of the ENACT pilot in Italy by deliverying the full ENACT course through the customised ENACT ICT system,- validation of ENACT (ICT system and uploaded ENACT training material and other underlying documents) in the non Italian countries,- fine-tuning, according to the pilot and validation results, of the ENACT profile / training course / training material / ICT system,- definition of possible recommendations for the take-up of the ENAT Energy Auditor figure by the countries involved in the project and for the dissemination and take-up of the professional figure also in countries outside the ENACT consortium.The ENACT Results and impact attained are both at Nation and Europe (project) level. The timing of the ENACT project enabled the partners to take advantage of the activity in the various countries of the definition of the European norm on energy audit (UNI CEI EN 16247), in particular of chapter 5 of the norm on the ""Energy Audits"". The ENACT results are therefore in line and compatible with the European norm and the national recognition of the technical standards for their implementation. The main outputs of the ENACT project can be sumarised as follows:1) ENACT Comparative Report of the energy auditing scenario in the various countries and of the energy audit professional families,2) ENACT Qualification Scheme illustrating the ENACT energy audit profile and training,3) ENACT training programme and relative training resources,4) ENACT Memorandum of Understanding for the mutual recognition of the training, based on the ECVET system,5) ENACT ICT system,6) Pilot and validation results of the ENACT profile training programme training materials and ICT system,7) ENACT Recommendations illustrating lessons learnt from ENACT experience and indications on follow-up"

To effectively implement energy and climate policies, concerted and strong action is needed. Municipalities often have ambitious goals and political will, but lack the harmonized, interdepartmental and long-term structures to successfully implement their climate and energy strategies and thus reach their goal. This is the starting point for the project, which focuses on capacity building in municipalities. By introducing the quality management and certification programme European Energy Award (eea) in Belgium, Croatia, Greece and Poland, the project aims at setting up the necessary structures in municipalities. During the project, 30 pilot municipalities will further develop and implement their climate and energy strategy by using the eea standards and criteria catalogue. External advisors will guide and monitor the continuous progress. Its certification will ensure that municipalities implement their climate and energy plans to high quality standards. The certification process is ongoing and ensures that municipal climate action progress. Their experiences and successes will pave the way for more municipalities in the target regions to join the eea. IMPLEMENT’s objective is to set up the necessary structures for a long-term roll-out of the eea in the partner countries. Partners will translate and adapt all eea tools to national context, receive adequate training to become skilled eea advisors, able to advice and guide pilot municipalities through the eea process. The consortium together with regional authorities will develop, based on experience exchange with eea expert regions, feasibility studies and business plans, tailor-made support schemes for the participating countries.

Carry out cost-benefit analysis and economic feasibility assessment and develop business models that enable community groups to store, utilise, aggregate and trade solar electricity within localities as well as simply exporting excess energy to the grid. 3. Empower citizens to have greater ownership over their energy supply, through removing key barriers to community PV, democratising energy and recycling profits from energy generation into host communities.

Barriers have been deeply investigated including lack of awareness, low capital and difficulty to access financing, doubts around actual saving potential and the lack of technical human resources. So, national schemes are finalized to provide them with technical resources such as methodologies, best practices, technologies inventories and subsidies. Some of the schemes introduce mandatory actions (energy analysis) to obtain such subsidies. Nevertheless, national policy schemes have failed to some extent to convince SMEs that the energy audit is something more than a “bureaucratic fulfilment” to obtain a contribution and to push also large companies to take the step from the analysis to the investment. To overcome that, DEESME aims at a) Enabling companies to manage the energy transition by taking profit of multiple benefits and energy management approaches, b) Supporting the development and the implementation of EU policies on energy efficiency in the framework of art. 8 of EED beyond the project by providing national authorities with guidelines proposals and recommendations on how to strengthen the national schemes and c) Enhancing the adoption of the DEESME approach by National Authorities beyond the project timeline through the implementation of institutionalization activities. DEESME will target primarily National Authorities to address their needs from the incumbent policies and to make them aware of the resources available to empower their schemes under art. 8 using the multiple benefits approach. Moreover, it will also target SMEs to assist them to develop and test the technical DEESME solutions by organising information and training initiatives, realising energy audit and implementing energy management systems starting from international standard and adding the multiple benefits energy efficiency approach.

The Fund will structure demand and execute the financing scheme of a pilot project through the existing online platform SHAREX. Partner organizations in Austria, Slovakia, Romania and Bulgaria will be replicating in their countries. The public funding will work as a leverage for ESCO to take on new projects without the need to wait for the repayment of already implemented projects. Therefore, their funds could be reinvested faster. The standardisation of procedures, expert verification of archived savings and increased amount of investments will motivate the financial sector to support energy efficiency and environmental protection projects. The standardisation and scaling up the number of investments in energy efficiency and environment protection will increase the trust of banks, increasing their involvement on the market. The support from public funds will aim at already implemented, successful projects assuring the repayment of invested public money in a long-term, providing the leverage effect in increasing the number of projects carried out by ESCOs and making the public funds available in the future for reinvesting. The stimulation of the ESCO market will help to utilise the potential for energy efficiency in the SME sector. The solution will work as a guarantee for energy savings and environmental effect which will be furtherly verified with the unified procedures implemented in the mechanism. Types of buildings and infrastructure included in the project (might be different in different countries): - multifamily private and municipal buildings, - public buildings, - individual residential buildings, housing communities, cooperatives.
