The project, according with the principles and recommendations of the 'Bruges Communiqué', was born from the desire to promote internationalization and transnational mobility. It was aimed at responding to the training needs of the staff of public and private VET organizations, educational institutions and company representatives, who had expressed a strong desire to develop transnational cooperation activities and improve their knowledge, skills and ability to implement and manage European mobility projects. The analysis of the needs realized during the project planning phase showed that they wished to know, adopt and apply successful methodologies and tools, already tested at European level by organizations expert in the field. SPREAD was promoted by a partnership of six organizations expert in the field of transnational mobility, each coming from a different European Country: Essenia UETP (IT), the Coordinator, Euroyouth (PT), Europa Training (UK), 3s (AT) , Danmar Computers (PL) and Paragon Europe (MT). Each of these organizations has been involved by virtue of their specific skills with respect to the topics covered by the project. The objectives of the project were: to update the competences and skills of the staff of VET organizations on specific and relevant issues related to mobility; develop and strengthen European networks; increase the capacity of VET organizations to operate transnationally; promote work-based learning through mobility projects. The activities implemented were: six joint staff training events held at European level, aimed at sharing and comparing tools, best practices and methodologies related to the implementation and management of European mobility projects between organizations operating in the VET field. The participants in these training events were n. 3 staff members from each partner organization. Each of the training has been organized and provided by the project partner in possession of specific expertise with respect to the subject of the training. The six topics of the joint staff training events were chosen basing on their relevance for transnational mobility projects: Competences of tutors and mentors; Intercultural issues in transnational projects; ECVET methodology and validation and recognition of competences; ICT tools for the implementation and management of European projects; Quality in mobility projects; Dissemination and exploitation of project results. After each joint staff training event held at European level, each project partner organized, in its Country, a local seminar aimed at disseminating the acquired knowledge and good practices shared at European level. The participants in the local seminars were: the staff of VET Institutes and organizations, Institutes and schools, representatives from local authorities, SMEs, associations, both already active in the context of European mobility projects, and newcomers willing to implement such initiatives. At each local seminar took part at least 15 subjects. At the end of the project a ' Guide of good practices for the implementation of mobility projects' was created, it has been translated in the languages of the partnership, and it is available free of charge on the SPREAD project website as Open Educational Resource. The project 'SPREAD' had the following impacts on the staff of the partner organizations and on the participants in the local seminars: acquisition of new professional skills and updating of the professional profile; improvement of the ability to manage and implement quality mobility projects; increased knowledge, integration and implementation of innovative methods and practices in daily work activities; increasing of the exchange of good practice, comparison and cooperation with other European professionals working in the training sector, particularly in mobility activities. Long-term benefits can be seen in the further application and testing of good shared practices, transferred and disseminated through the project, which will help to improve the implementation of transnational mobility projects.

The project Sustainability in Vocational Education and Training pursued the goal of integrating the topic in the implementation of stays abroad. The basis was the learning content developed within the framework of the INEBB model project, mainly for trainers and educational staff. The project was originally planned for 2 years and was extended by one year due to the pandemic. The involved partners from Ireland, Malta and France were known to the applicant IZAG from KA1 mobility projects. The partner from Portugal was new to the team. One aim of this project was to consolidate partnerships and attract new partners for learning visits. This goal was achieved. Before the pandemic started, the applicant as well as the second German partner EBV sent 6 trainees of different professions to Portugal. The cooperation went off without a hitch. The Portuguese partner selected job-related traineeships, high-quality accommodation and took over the mentoring of the participants. During the project, the Portuguese partner sent participants to France and Malta, and the French partner sent participants to Portugal and Malta. Another objective was to develop the four units of learning outcomes according to ECVET standards on the topic of sustainability in German and English. This goal was achieved. The original plan was to convert the entire learning content of the model project into the four units of learning outcomes. The first version was too extensive and during the first trial phase with participants in Portugal, Ireland and France it was found that the content could not be taught during the learning visits. The learning units on sustainability are intended to be a supplement to the job-related learning content and objectives of a stay. In 2020, after the extension of the project, the INEBB learning content was presented to three participants who were due to travel to Malta in autumn 2020. These participants focused on the topics: Strategy, Packaging Act, Efficiency and ... ...agreed. The project team adapted the previous ECVET learning outcomes units and the testing was carried out.The third objective was to digitalise the application processes. In the first phase, the application documents, prerequisites and necessary documents required for a successful application for an internship abroad were discussed and compared with all partners. It turned out that the templates of the German partner EBV were well suited to ensure a high-quality placement abroad. These documents were the basis for an online applicant tool. This tool was only financed from EBV's own funds after the end of the project, as the development was not part of the project. www.auslandspraktikum-europa.de

The Education and Training 2020 Strategy wishes for a challenging 6% rate of VET students involved in a mobility experience abroad, compared to the current 0,7%. ROI-MOB springs from the idea that quality can increase quantity. But what is quality? All people say work experiences abroad are useful, enriching, favour employability, development of one’s skills, etc.. What are such statements based upon? Are there any studies or statistics about that declared worthiness, or better indicators to describe it and methods to measure it, in order to search for it from the very inception of mobilities and assess it downstream, to improve quality of offer, attractiveness to participants and companies, and to provide data to better focus mobility policies on EU territories? The topic is relevant, considering that in 2014 Erasmus+ KA1 VET co-funded over 3000 projects, involving over 126000 students, of which over 66000 in company training, worth over 264 million Euro. The topic is also a complex one (mobility is useful…to whom? students? companies? “the economic system”? should usefulness be measured as to personal training and development? employability? career perspectives? salary? overall “system” competitiveness?) and impacts also on non-technical, rather social fields (families are involved, as well as psychology, soft- and cross-skills, etc.).Recent and accurate researches are available on the Higher Education side, especially on the Erasmus programme. However, it looks like no up-to-date study and statistics are available about the “Return on Investment” in VET mobility, nor apparently did anybody try to describe it with a single value, able to represent, with proper weights, the range of dimensions and factors affecting it.In the above-mentioned scenario, ROI-MOB partners believe that:- European mobility is a key factor for the success of VET in the present economic and social context.- The success of European VET mobility is not just a feeling, nor does it relate only to emotional factors: precise indicators demonstrate it.- Knowledge and usage of such indicators allow design, implementation and exploitation of more effective and efficient mobility experiences, better fitting to the need for personal satisfaction and employability expressed by participants, for added value expressed by companies, for cultural and social growth expressed by the wider community.ROI-MOB identified and tested indicators suitable to measure the benefits brought by EU VET mobility (especially for 19+ years old participants, and EQF levels 4 and higher), compared to the ‘investment’ made by involved players (participants, schools and training centres, companies), by investigating affecting factors and devising methods and tools for turning them into success factors, with the aim of:- increasing quality in learning mobility;- attracting more participants to EU mobilities;- attracting more companies available to host EU mobilities;- supporting policies for mobility either at institutional and at provider/intermediary organisation level. The project started collecting data from different stakeholders in partner territories: Erasmus+ VET National Agencies, VET providers, companies and associations, students, etc..Collected data set the baseline for the definition of tentative performance indicators for the measurement of the ROI of EU VET mobility. Based on such indicators, partners planned and run a broad investigation round, actively involving a sample of over 1.700 stakeholders, and tested indicators on on-going mobilities.Collected data have then been analysed, indicators weighted and conveyed into a single, composite, statistical figure, and outcomes presented as a comprehensive system of measurement. A final consultation round among stakeholders allowed for assessment and adjustment.Main products are:1. A survey, documenting factors that are perceived as drivers to EU VET mobility usefulness by stakeholders.2. A set of indicators for measurement of “return on investment” in EU VET mobility.3. An algorithm to measure the “return on investment” of EU VET mobility in partner territories and organisations.4. A book, available in 6 languages, collecting all the above and offering guidelines to replicate processes and measures on one’s own, plus recommendations for mainstreaming findings into mobility policies either at provider and at institutional level.ROI-MOB has been developed by a strong Consortium, gathering eight partners from five European Union countries.
