However, Morocco is facing one main challenge: to found highly qualified personnel at postgraduate level, with technical and transversal skills, fully able to implement this policy. In this purpose, this Erasmus + Capacity building Joint Project in the field of Higher Education intends to reduce the gap between current academic offers and the work market in the field of marine and coastal sciences. The ScolaMAR specific objective is to develop an Innovative training for Smart Coastal Management and Sustainable Blue Growth at the Master level. The ScolaMAR consortium, composed of four European and four Moroccan universities, will work together to reinforce Moroccan training capacities through exchange of good practices, focusing on 3 main approaches: technical, innovative pedagogical and integrative approaches. In order to maximise the project impact and sustainability, activities will specifically target teachers through two main activities: job-shadowing that implies staff mobility from Morocco to Europe and scientific events in Morocco. The ScolaMAR final objective is the development of an Innovative Master program based on the integration of a diversity of disciplines and approaches explored during this 36-months project, that are relevant to the field of Marine and Coastal Sciences. In addition, a SPOC, an e-learning module, on Coastal Risks will be developed to be integrated into the Master program . This regional Master program will help Morrocco to face great societal challenges of both increasing youth employability and ensuring coastal and marine sustainable development.

Because HEIs are not heavily engaged with the greater society, graduates are less desirable to enterprises and businesses. This can be mitigated by forging really collaborative relationships between HEIs and businesses. This is one of the purposes of establishing courses for the Green Energy Technologies for Buildings Network. The company's participation in the course should be active and proactive. INNOMED will also promote regional collaboration by delivering courses that can be accepted and executed by all of the region's courtiers. Through the virtual classes, students from various nations in the region will be able to communicate with one another. The courses will employ fresh learning methodologies and pedagogical approaches that will pique the interest of the younger generations. Finally, the chance to practice distant learning will benefit students, particularly those from the region's rural districts. Mechanical engineers, environmental engineers, architects, and urban planners are the target groups.

The strategic plan for development of the Maghreb countries Railways seeks to raise the rail productivity for both passenger and freight. A need to develop a predictive maintenance policy in the early phases of this plan must be accompanied by a high level of skills and human capital in terms of expertise both qualitatively and quantitatively. The Regional Transport Action Plan (RTAP) envisages the extension of the major Trans-European Transport Axes to the Mediterranean region and to recruit and train a large numbers of people to renew the potential of expertise and supervision in the sector. On the other hand, the mapping of the proposed higher education deserves to be developed in terms of specialized training in the railway sector, particularly in infrastructure maintenance and security to meet the needs of these extended infrastructures and the recruitment of the management staff and experts. In this context, we propose to develop modules for insertion into teaching cycles ""Engineer or Master"" and into the field of railway infrastructure maintenance. This project will focus on an approach based on digital pedagogy. It aims to develop a dozen of training modules in e-learning, blended and serious game that will be integrated into the curriculum of engineering courses and Masters of the universities partners. For the sustainability of this project, it is planned to create platforms for research and training and a railway-training observatory. In terms of transfer of knowledge developed, the project will lead to the creation of a micro-enterprise for the development of pedagogical tools for the sector."
