Open Access Mandate for Publications and Research data assignment_turned_in Project2018 - 2022Partners:MINECO, MINISTRY OF SCIENCE, INNOVATION AND UNIVERSITIES, Yellow Window, Complutense University of Madrid, FNSP +4 partnersMINECO,MINISTRY OF SCIENCE, INNOVATION AND UNIVERSITIES,Yellow Window,Complutense University of Madrid,FNSP,CEU,University of Cagliari,RAS,CESFunder: European Commission Project Code: 787829Overall Budget: 2,029,980 EURFunder Contribution: 2,029,980 EURThe main aim of the SUPERA project is to implement 6 fully-fledged Gender Equality Plans to articulate a structural understanding of gender inequalities, stereotypes and biases in research as a cross-cutting issue to tackle in their complex, multi-layered dimensions and the inclusion of a gender perspective in research and academia, with a holistic set of measures addressing the above-mentioned objectives of the European Commission’s strategy: - Building gender sensitive career management and workplaces; -Transforming decision-making towards accountability, transparency and inclusiveness; and - achieving excellence through strengthening the gender dimension in research and knowledge transfer. Any devised solution to be operationalized through the GEPs should take into account contextual features to reach effectiveness, and that innovative measures or initiatives designed by SUPERA should be brought to the knowledge of relevant stakeholders to feed their own expertise regarding SUPERA’s key areas. Partners within SUPERA’s consortium reflect the ambition of this project: maintaining a dual approach, RPOs are characterized by their size and impact potential, and their multidisciplinarity and vast academic offer (UCM, UNICA, CEU, UC-CES), while RFOs (MINECO, RAS) from the same partner countries as UCM and UNICA, respectively, are integral in maximising outreach and comitment as relevant public entities on a national level. This fact, while adding a complexity layer to GEP implementation, expands the scope of the project and the potential long-term impacts regarding sustainability and institutionalisation. SUPERA will be designed based on four core principles that will tackle the main barriers of implementing GEPs in research organizations: cumulativeness; innovation; inclusiveness and sustainability.

To this aim a variety of different activities were developed that have proven the importance of RIs as a key pillar in boosting the R&D activities between regions and the need to maintain a sustainable collaboration at governmental level. Despite the success of the results of EU-LAC ResInfra Project, there is still work to do in order to have a solid and sustainable framework of cooperation to enhance the bi-regional collaboration on research infrastructures. Latin America and the Caribbean has a unique landscape of natural laboratories that can provide comparative advantages to host the development of RI’s, as well as high impact science on specific thematic areas that are a priority in both regions. It has been deemed necessary to increase the visibility of both EU and LAC RI models and characteristics to advance in a greater collaboration for a common roadmapping exercise, agreements in long term funding, transnational access, capacity building and mutual openness for the development of a RIs common area. EU-LAC ResInfra Plus has brought together a wide and comprehensive consortium of 20 crucial partners from the EU and LAC countries. The project includes a balanced mix of governmental representatives responsible of the development of RIs policies at national level, RTD funding agencies from EU countries (Finland, Germany, Italy, Portugal, Romania, and Spain) and LAC countries (Argentina, Brazil, Colombia, Costa Rica, Cuba, Chile, Peru and Uruguay,) as well as a consolidated group of European RIs: Instruct-ERIC, LifeWatch-ERIC, RICAP and MIRRI-ERIC. This broad spectrum of partners gathers to all the RIs stakeholders to ensure that the project activities and outputs serve to strengthening the bi-regional collaboration.

In this context, and in line with ERA policy goals and national contexts, the GENDER-NET Plus ERA-NET Cofund aims to strengthen transnational collaborations between research programme owners and managers, provide support to the promotion of gender equality through institutional change and instigate the integration of sex and gender analysis into research and funding programmes. To do so, project partners – a consortium of 16 committed organisations – will join forces to 1) Implement a joint co-funded call for proposals, 2) Design and implement transnational actions on the promotion of gender equality through institutional change and the integration of sex and gender analysis into research, 3) Update and enlarge the mappings and analyses carried out in GENDER-NET on the promotion of gender equality in research and innovation, 4) Carry out a joint assessment of gender differences and bias in access to research grants and define and develop appropriate conditions for promoting equal opportunities in research funding, 5) Promote and disseminate key findings. GENDER-NET will address these goals through 7 work packages and relies on a strong transnational cooperation between partner EU Member States, Associated Countries, and Third Countries, to contribute to the advancement of gender equality in the ERA.

This will be carried out through the definition of minimal key requirements these RIs would need to develop in the coming years. To this aim, the Project will build on the prioritisation results of the EU-CELAC Senior Official Meeting on Science and Technology (SOM) Working Group (WG) on Research Infrastructures (RI) and, more specifically, will take as a reference the mapping exercises developed in previous EU funded projects. In addition, EU-LAC ResInfra will develop a map of National and Regional Research Infrastructure policies, and their corresponding strategies and plans, including funding mechanisms that might be used to support the construction and operation of future EU-LAC RIs. Furthermore, EU-LAC ResInfra will use all the results and information obtained for drafting a Sustainability Plan, which will be presented to the EU-CELAC WG RI for discussion and endorsement. The Plan will include specific actions to support the bi-regional collaboration in a mid-term perspective. The objectives are to design specific variable geometry instruments for co-funding RIs of common interest, and to design measures that pursue the strengthening of the bi-regional RI cooperation, seeking to maximise the impact of the RI collaboration in the construction of the EU-CELAC Common Research Area. Finally, the Project aims to show the feasibility of the EU-LAC RI collaboration through existing examples, thanks to the development of four Pilots in different scientific domains that are linked to some existing Research Infrastructures: INSTRUCT-ERIC, LIFEWATCH-ERIC, E-RIHS and RICAP.

The objective is to facilitate networking and exchange among more and less experienced countries to develop knowledge and build capacities, competences and know-how for gender equality and mainstreaming in research and innovation (R&I) among a variety of European and national stakeholders. The network will (1) map, monitor and assess implementation of actions in priority 4 gender equality and gender mainstreaming in national ERA roadmaps of the participating countries and benchmark them against the ERA roadmap; (2) foster exchange and mutual learning among representatives of national authorities in order to achieve policy coordination in priority 4; (3) provide interactive trainings to relevant stakeholders such as national authorities, RFOs and RPOs and NCPs with a view to building competences in priority 4; (4) give strategic advice to key stakeholders to achieve gender equality in R&I in Europe; (5) foster the inclusion of gender equality in international science cooperation (supporting the work of relevant ERA-related groups). The network will cooperate closely with the Helsinki Group on Gender in Research and Innovation. Iterative dissemination, engagement and impact evaluation strategies drive all planned activities. GENDERACTION’s impact will be (1) a robust policy process to implement gender equality in R&I; (2) foster policy coordination among MS and with Horizon 2020, (3) greater consistency of gender equality policies and actions across Europe; and (4) enhanced integration of gender equality in international cooperation in R&I. Implementation will be assisted by two Advisory Boards, on ERA priority 4 implementation and on Gender in international cooperation in STI.
