AGRICULTORES DE LAVEGA DE VALENCIA,Juzgado privativo de aguas de Guardamar del SeguraFunder: European Commission Project Code: 101181890Funder Contribution: 4,873,760 EURIn the last years, extreme weather patterns of water scarcity (droughts) and water abundance (floods, rapid showers) are becoming more frequent and prolonged in the EU. If we do not remedy this situation, by 2050 water scarcity will lead to €12,2 billion losses per year and affect 17% of EU population. RAINS will contribute to improve the resilience of EU agriculture to water scarcity by demonstrating 10 solutions (irrigation practices, technologies and tools) that will increase the efficiency of water and nutrient management in agriculture and reduce the impact of extreme weather events. RAINS solutions include alternative forms of water supply, combined use of water and biofertilisers, improved soil water-retention, water-N/P modelling and some smart solutions (Optifangs-IA, WaterIQ) to contribute to decision-making and to integrated irrigation management across farm systems. Solutions will be demonstrated at 10 demo-farm systems representing agroecology, organic production, conventional, intensive and urban agriculture, replicated in Greece and Spain. We will also develop a hydrological and N/P model to optimised agriculture production at catchment level. A well, we will conduct co-creation workshops, knowledge transfer activities and create materials such as guidelines (2), White Papers (2) and Practice Abstracts (40). Policy focused sessions will deliver 3 sets of policy and incentives recommendations, engaging quadruple helix agricultural stakeholders, to pave the way for the uptake of sustainable irrigation and fertilization management solutions in practice in the EU. In the long term, RAINS will contribute to improve water efficiency by 50% in 12,700 ha. in more than 20 EU regions, and support >500 farmers in the transition to a more sustainable irrigation. And by 2050, the implementation of the RAINS project will save up to €6.1 billion, 244.348 million litres of water and 35.4 t CO2 eq. avoided emissions.

However, tackling this multifaceted challenge is not an easy task, mainly because farmers' decisions are influenced by a wide range of factors, making it difficult to define regenerative soil management practices that are simultaneously effective, economical, have demonstrable yield benefits and are easy to implement. In this context, the goal is to foster a collective awareness, at the the level of five Mediterranean regions, that soils and humans must be understood as social-ecological systems and that no organisation/solution alone is capable of sustainably transforming the system. The desired change can only emerge when the innovation process is supported by an exploration phase enabling actors to identify their personal (from individuals to organisations) drivers, ultimately aligning purposes and behaviours toward impactful collective actions. To demonstrate this, the project will apply co-creation tools to multi-actor governance structures, emphasising the building up of a shared awareness of soil threats over the identification of specific technologies. The main objectives of the proposed plan are: 1) to explore regional needs and drivers, and to validate governance models for operating multi-actor co-creation processes; 2) to establish a network of five agro-innovation hubs sustained by underlying business models; 3) to define harmonised regional baselines for 7 out of the 8 indicators found in the Soil Mission Implementation plan; 4) to kick-start the multi-actor co-design and validation of solutions for soil health that are practical and scalable; 5) to facilitate the diffusion of innovation through a plethora of communication and dissemination actions. GOV4ALL concentrates on 3 Mediterranean pedo-climatic zones, where the hubs will serve as sustainable innovation centres, aiding the Soil Mission's objectives and inspiring soil regeneration regionally and beyond.

This will be achieved by deploying the digital infrastructure to harmonise the data collection and evaluation processes, providing open data to all the actors involved in the Nature-based Solutions (NBS) value chain and integrating crucial functions for Climate Resilience. Among these functions, smart digital tools for citizen participation and capacity building will supplement an ambitious multi-stakeholder engagement strategy, focused on knowledge translation and impact pathways. Furthermore, holistic modelling tools introducing the Water-Energy-Food-Ecosystems (WEFE) Nexus approach will provide comprehensive knowledge on the complex NBS interfaces, that will decisively contribute to addressing socio-ecological challenges, along with issues of valuation and low-investment rate in NBS. These actions will be implemented across 9 demonstration sites, composed of 10 regions, 20 locations and 28 communities and comprising 47 NBS that directly relate to 83 interventions and supporting units that tackle climate change and circularity challenges. The consolidation of the demonstrating regions and communities will establish the CARDIMED Resilience Alliance, that will function as the vehicle for expanding the network via upscaling the existing sites and adding new ones. The project includes 5 transferability cases, as well as an additional 10 that will be defined during the implementation. Through these actions, the CARDIMED Resilience Alliance will achieve at least 28 regions and 70 communities by 2030, will create 8000 jobs especially in the NBS sector, and will leverage over 450 M€ in climate investment.
