    The UK is world-renowned for its creative industries in areas as diverse as music, animation, and the performing and visual arts. However, the emergence of a new generation of social, pervasive and affective ICT promises to transform the creative landscape, raising major new challenges for both the creative industries and ICT research. This cluster therefore seeks to answer two closely related questions: what key challenges face the creative industries due to the emergence of a new generation of social, pervasive and affective ICT? and conversely, what long term challenges must be tackled by ICT research in order to support future creative industries?In answering these questions we also recognise that the creative industries have a distinctive character that challenges traditional models of research and business innovation. Specifically, the creative industries revolve around dynamic and often unorthodox coalitions, whereby numerous small and micro-businesses come together for the duration of a single project, then disband and form new partnerships for the next project. Unlike larger companies, it can be extremely challenging to engage such dynamic creative networks in traditional long-term term EPSRC-funded research projects. Our cluster therefore also addresses a third question: how can we better engage small creative companies in research and knowledge transfer, and especially how can we establish new interdisciplinary approaches across ICT, the arts and humanities and the social sciences that support 'practice-led' approaches to research?In order to tackle these questions, our cluster brings together practitioners from the creative industries with researchers from varied traditions that span ICT, the arts and humanities, the social sciences, and business studies. Together these partners will engage in a year-long programme of activities that include:- a series of workshops (open events, ateliers and sandpits) to build new a community of researchers and users, explore research agendas and processes, and generate seed proposals. At the time of writing, our community stands at twenty-one partners and we expect this to increase considerably over the year.- four practice projects that will explore new ways of working by engaging in and studying focused short-term practical activities addressing different sectors of the creative industries including music, pervasive media and animation;- two troubadour studies that reflect on different approaches to research and knowledge transfer across a wide range of past and ongoing projects; - funding a focused team of researchers to distil the results of these activities into a research framework for the creative industries that combines a forward-looking research agenda with guidelines for new models of collaboration.The outputs of these activities will be: the formation of a new interdisciplinary community of researchers and creative users that is ready to undertake future research projects; a set of seed proposals ready to be developed into full-blown proposals for EPSRC, TSB and other research funders as part the Digital Economy programme; and a coherent agenda for long-term ICT research in the creative industries.

    Technological advances in Artificial Intelligence and Big Data, have already given rise to extensive socio-economic transformation and new and emerging technologies, such as distributed ledgers and the Internet of Things, are set to further revolutionise the information and service economy, and public services. Yet, technological innovation has the potential to also dis-benefit the most vulnerable, amplify existing forms of injustice and create new forms of exclusion in socio-economic life, thus further exacerbate socio-economic inequality and social division. That the whole of society benefits from progress in the Digital Economy is national priority, both morally and economically as those who are most vulnerable have the greatest need of opportunities for socio-economic participation. Taking a Social Justice approach, this NetworkPlus focuses on how the design of new and emerging technologies in the Digital Economy, and their application, can empower, emancipate and more equitably distribute opportunities for economic development to all citizens, consumers and employees. This EPSRC NetworkPlus: Social Justice through the Digital Economy aims to bring together and resource partners from academia, industry, government and civil society to understand, explore and respond, together, to the potential of new and emerging technologies to make the UK socio-economic life fairer for all. The NetworksPlus activities will focus on three challenge areas: Algorithmic Social Justice; Digital Security for All; Fairer Futures for Businesses and Workforces. Algorithmic Social Justice examines fairness in the design and application of AI algorithms in automated and semi-automated decision-making processes. It asks how can large data sets be classified and interpreted to inform, for example, care or health interventions programs or city planning and how can AI algorithms be made less opaque and criteria used to design them fairer and transparent. Digital Security for All investigates new and better ways to model digital security that increase people's sense of agency, while meeting their security needs and protection of assets in public and commercial online service delivery. For example, this challenge area asks in what ways can online services be designed to better support people's sense of agency and trust, while assuring security in sharing personal data online. Fairer Futures for Businesses and Workforces considers how new 'sharing economy' platforms can be designed to realise more ethical business models and equal opportunities for economic development. For example, this theme asks what platforms can be designed to support peer-to-peer markets places that cater for those who have little or no assets; and what are the implications for a fair workforce representation in the digital era. The NetworkPlus will enable new ways to support effective collaborations between academic and non-academic communities and organisations through a range of activities, including a curated series on events in the three thematic priorities and an innovative and more directed process of project commissioning. The NetworkPlus will deliver curated events and activities-including symposia, hands-on workshops, theory-hacks and design and development sprints, aiming to increase capacity, upskilling and foster trans-disciplinary dialogue, knowledge exchange between academic and non-academic communities as well as. The NetworkPlus will deliver a novel curated commissioning process of activities designed to support EPS doctoral researchers and Early Career Researchers developing impactful project proposals in partnership with industry, government, third sector and civil society.

    Over the last decade, the creative industries have been revolutionised by the Internet and the digital economy. The UK, already punching above its weight in the global cultural market, stands at a pivotal moment where it is well placed to build a cultural, business and regulatory infrastructure in which first movers as significant as Google, Facebook, Amazon or iTunes may emerge and flourish, driving new jobs and industry. However, for some creators and rightsholders the transition from analogue to digital has been as problematic as it has been promising. Cultural heritage institutions are also struggling to capitalise upon new revenue streams that digitisation appears to offer, while maintaining their traditional roles. Policymakers are hampered by a lack of consensus across stakeholders and confused by partisan evidence lacking robust foundations. Research in conjunction with industry is needed to address these problems and provide support for legislators. CREATe will tackle this regulatory and business crisis, helping the UK creative industry and arts sectors survive, grow and become global innovation pioneers, with an ambitious programme of research delivered by an interdisciplinary team (law, business, economics, technology, psychology and cultural analysis) across 7 universities. CREATe aims to act as an honest broker, using open and transparent methods throughout to provide robust evidence for policymakers and legislators which can benefit all stakeholders. CREATe will do this by: - focussing on studying and collaborating with SMEs and individual creators as the incubators of innovation; - identifying "good, bad and emergent business models": which business models can survive the transition to the digital?, which cannot?, and which new models can succeed and scale to drive growth and jobs in the creative economy, as well as supporting the public sector in times of recession?; - examining empirically how far copyright in its current form really does incentivise or reward creative work, especially at the SME/micro level, as well as how far innovation may come from "open" business models and the "informal economy"; - monitoring copyright reform initiatives in Europe, at WIPO and other international fora to assess how they impact on the UK and on our work; - using technology as a solution not a problem: by creating pioneering platforms and tools to aid creators and users, using open standards and released under open licences; - examining how to increase and derive revenues from the user contribution to the creative economy in an era of social media, mash-up, data mining and "prosumers"; - assessing the role of online intermediaries such as ISPs, social networks and mobile operators to see if they encourage or discourage the production and distribution of cultural goods, and what role they should play in enforcing copyright. Given the important governing role of these bodies should they be subject to regulation like public bodies, and if so, how?; - consider throughout this work how the public interest and human rights, such as freedom of expression, privacy, and access to knowledge for the socially or physically excluded, may be affected either positively or negatively by new business models and new ways to enforce copyright. To investigate these issues our work will be arranged into seven themes: SMEs and good, bad and emergent business models; Open business models; Regulation and enforcement; Creators and creative practice; Online intermediaries and physical and virtual platforms; User creation, behaviour and norms; and, Human rights and the public interest. Our deliverables across these themes will be drawn together to inform a Research Blueprint for the UK Creative Economy to be launched in October 2016.
