    The project involves 15 Partners from 8 European countries, and aims to design and develop an analySis software scheme of uNiform statistiCal sampling, aUdit and defence proceSses (SANCUS – an Roman god of trust). The main idea draws on formalising the logic of expressing (for the first time) the notions of cyber security and digital privacy by means of final formulas and fuse them into optimisation strategies to acquire the truly optimum defence recommendation in dynamic manner, i.e., with respect to the runtime changes of the telecommunications network environment. In this respect, SANCUS will dimension new inclusive Key Performance Indicator metric, namely, the security-vs-privacy-vs-reliability efficiency trade-off, for measuring the system network cybersecurity and privacy performance explicitly, flexibly, automatically and agnostically. To realise the heterogeneity of the security and privacy levels across the system network and its supply chain, the proposed scheme sits on six efficient engines, namely, FiV, CiV, SiD, AcE, MiU and GiO, which combine unique modelling of the Internet of Things units, cuttingedge methods for automated firmware and software validation and verification, and innovative Artificial Intelligence driven game techniques for the automated optimisation of the control and trust of digital services. Extended evaluations of the project outcomes are also considered by means of developing contemporary network testbed prototype built on latest 5G and cloud-native system setting and running three pilot use cases for examining the scheme performance across Firmware, Virtualisation and Management software layers. The SANCUS scheme will be delivered as integrated software suite and it is expected to revolutionise the European research and development efforts, in and out, the cybersecurity regime. All outcomes are planned to be audited and disseminated extensively.

    LEAs use the data in their information systems as their basis for making decisions that affect the safety of European citizens. According to a recent report of the European Court of Auditors on the EU Information Systems use, it has been found out that individual countries have different perception and methodologies on how data management should be addressed; officers from LEAs have stated that not all datasets are included in their systems, while other data is either not complete and accurate or not entered in a timely manner. The same report states that there are regulatory and “cultural” issues, according to which some countries do not make all the functions offered in the central EU systems available through their national systems. TENACITy envisions to address these challenges by proposing a 3-pillar approach: (a) Modern and effective tools for exploitation of travel intelligence data by security authorities: TENACITy proposes an interoperable open architecture for the integration and analysis of multiple transactional, historical and behavioural data from a variety of sources, by exploiting game changing digital technologies; (b) Training and sensitisation of LEAs’ personnel: TENACITy envisions the design of a “living lab” to be established to organise hackathons, workshops for all relevant stakeholders who would benefit from the use of passenger data and digital technologies proposed; (c) Holistic approach to crime prevention: TENACITy vision is to implement and demonstrate a Travel Intelligence Governance Framework that will incorporate a holistic approach to crime prevention, will ensure that the proposed digital technologies will support the identification of the modus operandi of criminal and terrorism organizations and will include policy makers in the governance process, examining how the new tools will provide new capabilities to shape the regulations.

    Biotoxins pose significant challenges to current crisis management approaches. Existing concepts of operation, derived from Chemical, Biological, Radiological and Nuclear doctrines, and Union Civil Protection Mechanism initiatives, do not address the distinctive and highly complex attributes of a biotoxin crisis. EMBRACE aims to improve Europe’s capacity to respond effectively to biotoxin incidents. We will consolidate and apply scientific and clinical knowledge of biotoxins to revise response protocols and deliver innovative solutions specifically tailored to address gaps and needs identified in current provision. Highlights include analysis of biotoxins not previously addressed in this context, risk-based recommendations for PPE and novel decontaminants, in vitro studies to identify human biomarkers of exposure, novel samplers, portable biosensors and field diagnostics devices, and software tools to assist responders in biothreat risk assessment. To ensure intersectoral and cross-border interoperability of these solutions and successful commercialisation of our exploitable assets, we will prioritise a carefully planned standardisation and valorisation programme. EMBRACE will engage with existing initiatives and projects to create a vibrant biotoxin knowledge network; a multi-sectoral community of stakeholders, on the basis of which a sustainable Biotoxin Task Force will be established as a source of expertise and guidance on biotoxin incidents both for EMBRACE and the wider community. The network of stakeholders and EMBRACE’s ambitious programme of scientific, technological, and operational advances will be supported by the creation of a biotoxin reference and stakeholder hub designed to facilitate knowledge exchange and provide users with direct access to widely distributed and expertise. Finally, EMBRACE’s innovative sustainability strategy will ensure that its solutions and the biotoxin community continue to thrive beyond the duration of the project.

    The European Commission’s latest strategy for fighting child sexual abuse highlights a harsh reality that, globally, we are ‘losing the battle’ against online child sexual abuse and exploitation (OCSEA). Various projects funded through the EU are working diligently to identify the source of CSAM on both the Clearnet and Darknet and are establishing stronger awareness of the needs and requirements of LEAs to fight the overloading volume of images, text, media files, etc. However, the IOCTA 2021 report also brings a chilling honesty that the prevalence of materials shows no sign of slowing or stabilising. The adage that prevention is better than the cure never seemed more fitting. The 2PS project condemns all forms of sexual abuse and exploitation – and there are no excuses that justify behaviours and actions that harm or victimise children. However, to reduce the number of abused children and those at risk of exploitation, we need to address various challenges. Several of those relate to people with a sexual interest in children and their needs to divert them from abusing. 2PS, which stands for Prevent & Protect Through Support is a highly innovative action offering a paradigm shift in the approach to tackling child sexual abuse and exploitation (CSAE) across Europe. The highly qualified and diverse consortium – together with leading global actors – are committed to laying the foundations for new coherent modus operandi that complement the reactive approaches currently favoured. This is achieved by addressing the support needs of people with a sexual interest in children and people who feel they might offend. We will share the best practices for guidance, therapy and treatment methods – combined with new training and awareness for frontline support workers and LEAs. We aim to move preventive actions to the forefront, offering alternative courses of action to existing offenders and people who fear they might offend– including people with a sexual interest in children.

    Across Europe society is changing due to demographic, technological and economic developments. Communities are getting more diverse, both in real life and online. This challenges Law Enforcement Agencies (LEAs) to engage with, and to reassure, communities about safety and security matters in a trustful way. The changing status quo is significantly shaping perceptions of policing, requiring adaptive strategies. To address these challenges, the KOBAN project will create an innovative, research and practice-based Community Policing (CP) initiative, adopting an evidenced based approach.It will focus on co-creation and collaborative security between LEA and non-LEA community members, leading to mutual trust and respecting each other’s contributions. This results in a greater sense of security, whilst contributing to an overall increase in the efficiency and effectiveness of securing all communities including those who are often considered hard to reach and engage. KOBAN’S Capability Model will identify proven methodologies, models, technologies, tools and best practices, and use them as a foundation for future proactive, co-active and reactive CP capabilities. This knowledge will help to build the AI Assistant as well as the App Factory for the development of further CP tools, methods and solutions tailored to the needs of stakeholders and adhering to social, legal, cultural, ethical and gender equality standards. These will be tested and validated in six pilot projects throughout Europe. KOBAN will support capacity building, embedding knowledge, skills and capabilities within organisations and communities leading to bespoke training for both police personnel, municipalities and citizens. In short, KOBAN will lead a cultural and organisational transformation that address current fundamental barriers to effective community policing. With its Capability Driven Approach, KOBAN is setting the stage for future-proof community policing, both online and in the real world.
