To achieve this, research and radiation protection needs in the clinical disciplines using ionising radiation will be analysed with the aim to generate the largest benefit for the European population in an equal, safe, high-quality way throughout Europe, by fostering clinical translation, while also strengthening economic growth and industrial competitiveness, supported by research and innovation in the field. Representation of relevant radiation protection disciplines like radiation biology, dosimetry for medical applications, ethics as well as clinical expertise in the fields of radiology, nuclear medicine, radiation therapy, oncology, cardiovascular diseases, neurology, paediatrics complemented by regulatory and health policy, AI and industry experts in the consortium will ensure a fully integrative approach and allow a broader framework of quality and safety in healthcare. Based on wide stakeholder input and consultation on above aspects, EURAMED rock-n-roll will produce an SRA for medical applications of ionising radiation and related radiation protection and a corresponding roadmap, as well as an interlink document, integrating the views and identifying synergies from the areas of radiation protection, health research and digitisation, with impactful guidance to the EC and stakeholders on future research including the potential needs for centres of excellence in this area. This will be accompanied by education and training schemes for health workforce and scientists to increase Europe’s research capacity in the field.

Research projects focusing on identified research and innovation priorities will be selected through a serie of three competitive open calls. The input to define the research priorities will be based on the priorities defined in the Joint Road Map (JRM) developed during the H2020 CONCERT EJP but also on the results of ongoing H2020 projects and on the expectations expressed by other actions carried out in other European programmes, in particular the SAMIRA action plan. High priority will be dedicated to medical applications considering that 1) medical exposures are, by far, the largest artificial source of exposure of the European population and 2) the fight against cancer is a top priority of the present European Commission. In order to ensure an appropriate continuity in the research goals and methodologies, in line with the contents of the CONCERT JRM, two other priorities have been identified to further understand and reduce uncertainties associated with health risk estimates for exposure at low doses in order to consolidate regulations and improve practices and to further enhance a science-based European methodology for emergency management and long-term recovery. Once the research priorities defined, the open call system will promote excellence in science and widening participation through a process open to the whole radiation protection community. Beyond the research actions, the selected projects will be able to benefit from the system of sharing and mutualisation of infrastructures that will be implemented at the European level. This will be accompanied by education and training schemes for health workforce and young scientists to increase Europe’s research capacity in the field.

It will do so by focusing resources and efforts in five key directions: • Bring together the elements of the European scientific communities in the fields of radiation effects and risks, radioecology, nuclear emergency preparedness, dosimetry and medical radiation protection, whose joint expertise is essential to continue the development of radiation protection knowledge in a multidisciplinary mode to reduce further the uncertainties in radiation protection. • Strengthen integrative activities between the various areas of expertise, in particular biology, biophysics, epidemiology, dosimetry and modelling as well as fostering the use of existing infrastructures and education and training activities in radiation protection. • Stimulate and foster scientific excellence, by setting up and co-funding advanced research programmes with the potential to enhance current knowledge and the scientific evidence base for radiation protection. • Exchange and communicate with all stakeholders, including the professional organizations concerned with radiation protection, the regulatory organizations across Europe, the public and media where necessary, and the international community of scientific, technical, legal and other professional experts in radiation protection. • Foster the harmonious application of available scientific basis for radiation protection practices across Europe, by bringing together scientific and technical expertise in radiation protection issues, standard setting know how, particularly with respect to the implementation of the Euratom Basic Safety Standards (BSS) at the legal, administrative and operational level. To reach its goals, CONCERT will have seven Work Packages each of which will focus on each of the key directions.
