REMARKABLE will establish, by 2024, a network of 320 Current and Emerging Climate Leaders who, through their actions and inspiration, will drive their municipalities, public authorities, communities and regions to transform their approaches from ones focused on energy efficiency/renewables to ones focused on the strategic goal of climate neutrality by 2050. REMARKABLE will build new leadership capacity in 120 actors from 7 countries in Europe though a Climate Leadership Programme (CLP). The CLP will be inspired by ethnographic research and will be designed with and for leaders across public authorities. The REMARKABLE CLP will also facilitate the creation of 60 Roadmaps for public authorities aiming at Climate Neutrality by 2050. These Roadmaps will allow our Climate Leaders to translate strategic aspirations and policy ambitions into concrete and disruptive far reaching measures stimulating €300m investment by 2030. A Climate and Energy Check Tool will be developed and tested along with a Climate Neutrality Roadmap Guide. The 7 Regional Energy Agencies involved in REMARKABLE will develop 14 new services to expand their roles as change agents in the Clean Energy Transition and Climate Neutrality challenges. Climate Neutrality Training, Climate One Stop Shops, Financing Solutions are targeted as potential services. REMARKABLE will exploit its outcomes and results through the creation of an EU Climate Leaders Circle, reaching up to 320 members by 2024 including 30 from 7 Observer Regions/Countries. An innovative Climate Neutrality Challenge will be organised for Young Climate Leaders. The REMARKABLE Circle will create synergies with existing networks and initiatives e.g. COMO, ManagEnergy to support and enhance their impacts with the ambition of mobilising 10,000 stakeholders by 2030 (2,000 by 2024)

By the establishment of “supporting permanent structures”, called G.PP.S. – Green Public Procurement Supporters (Supporting Units) within the participating Energy Agencies, the project implementation provides long-term support and technical assistance on GPP to the public authorities, and multi-level cooperation among different actors at national, regional and local level on GPP. The project objectives are to address the obstacles to the uptake of GPP that have been identified by the partners in their own country (context analysis) and which come from the WP2 – Institutional needs on GPP and Good and bad practices analysis in each participating country. The implementation of pilot projects, by aiming to intensively consult public administrations in the implementation of pilot green procurement process, have the scope to test on the field that are the most efficient and effective actions to provide GPP implementation and up-take. More concretely, the project aims at achieving the specific objectives, by implementing the following actions: • analysing in each participating country the existing bad and good practices on GPP; • analyzing the SEAPs in each participant country. By the SEAPs’ analysis, the consortium will find where local authorities need support for “Green” products and services (energy related); • establishing so-called G.PP.S. in Energy Agencies in 7 EU participating countries. • giving support on GPP instruments and tools • setting up and supporting sustainable training programmes (including how to finance them) and finding long-term solutions by the institutionalisation of GPP training • testing GPP application and innovation • at least 21 PA will be invited to experiment the technical support by the G.PP.S

To achieve its ambitious goals, the project will develop an integrated common assessment framework consistent across scales for modelling, simulating and evaluating impacts and risks of climate change, as well as policy measures. Climate science and Earth Systems information (1); methods for impacts (2) and risks analysis (3); social knowledge (4) are included in the models for delivering multi-sectoral climate impact assessments under consistent and integrated socio-economic and climate scenarios. The NEVERMORE approach integrates information from physical modelling of impacts and risk analysis methodologies and aligns them across different scales: from national, EU and global scales (in the IAM) to local and regional scales via five case studies (Sitia-Crete-GR, Trentino-IT, Västerbotten and Norrbotten-SE, Murcia-ES, Danube delta-RO) that represent various socio-ecological EU contexts. Consistency among the different scales is ensured by combining bottom-up and top-down approaches. The NEVERMORE assessment framework will be embedded in a practical and user-friendly ICT toolkit, including decision-making tools, designed and developed with and for different stakeholders and end-users involved throughout the project via five Local and a Transnational Council of Stakeholders, by leveraging social innovation frameworks, participatory processes and co-design techniques. NEVERMORE’s ultimate goal is to better understand the interactions between mitigation and adaptation policies and measures to deliver sound technical and policy recommendations towards a climate neutral and resilient society.
