Revolution of E-Skills with Participatory Online eXpert system

Description

<< Background >>The rise of automation and digitalization is transforming the world labour market, demanding urgent reskilling and upskilling of higher education students as future employees. The current COVID-19 pandemic has further revealed the discrepancy between the current skills of students and the skills needed for the jobs of the 4th industrial revolution. The World Economic Forum (WEF) emphasized early in 2021 the importance to fill the gap between current education programmes and the skills that employers need now and in the future. New jobs will require skills like creativity, innovation, empathy, critical thinking, problem-solving, self-management, and information technology. Last year, EC published the European skills agenda, where one major pillar is dedicated to the development of skills for jobs through dynamic education and training programmes that consider the labour market demands and societal needs. This goal can be achieved also by developing innovative tools, which will empower students to build up their skills through lifelong learning. The WEF report and the EU strategies inspired us to apply for this project, which offers a great opportunity for widespread access to reskilling and upskilling that will give students the ability to participate fully in the future of work. The Revolution of E-Skills with the Participatory Online eXpert system (RESPO X) project is intended to exchange good practices in the development of skills using the RESPO X online tool, which supports students in their decisions for the selection of the most optimal training based on their individual educational needs related to future jobs. In the RESPO X project, we will focus on the applications of the expert system within the European higher education area. This project is innovative in the use of a digital measurement mechanism for new skills, i.e. the expert system for decision support in the individual selection of the most effective training to fill the skill gaps, which will be further developed and optimized using the complementarity of the project partners through the joint transdisciplinary modular training. This idea has been developed since 2018, first in Slovenia within the Competence Center, Creative path to knowledge and Students Innovative Projects. Together with the project partners, we recognised the need of university students for a systematic approach to developing a strategy, which will significantly improve their competences and skills in a reasonable time for a low cost. The transnational implementation of the RESPO X will on one hand improve the performance and architecture of the expert system in the field of higher education. On the other hand, the project will help to expand the reach of the RESPO X expert system beyond Slovenia to partner countries Spain, Belgium, Greece, and the Netherlands and further to a wider European Union, which will include modifications as recommended by the participating stakeholders. The results of this project will be easily generalised also to wider target groups of students and other learners. It may be used for different purposes such as guiding the students regarding their career decisions to become efficient professionals at future jobs after completing their studies as well as for assessing training and lecturer performance to be prepared to engage the fourth industrial revolution. The RESPO X expert system uses different algorithms to find the tailor-made best-suited training course for each individual. It uses information on the individual competences, competences required in the education programme, and the potential of each training course to improve each competence. Reskilling and upskilling also require the establishment of appropriate training programmes that are easily accessible and encourage students to participate. In the RESPO X project, upskilling modular transdisciplinary trainings are provided in a form of short online open international courses in additi<< Objectives >>General objective of the RESPO X project is to develop, validate and implement online accessible AI designed RESPO X application to offer a systematic solution that facilitates the decision-making support for students when selecting the most optimal training to enhance their professional and personal competences and skills needed for future jobs. By implementing the RESPO X project we aim to fill the need of university students for a systematic approach to the development of their competences via the development of the expert system and testing of the developed application at the participating universities. Specific objectives of the project are: - development of online open application based on expert system and competences database; - selection of a core set of skills for HE students and definition of the necessary competences obtained by transdisciplinary training; - validation of the online application and expert system through the most promising transdisciplinary training/learning modules for students at selected participating university in Spain to assess its usefulness, target group acceptance and impact; - proposal of best practices, RESPO X application and transdisciplinary training guidelines and policy recommendations to promote the novel skills revolution digital tool and training models for national and Europewide adoption. Online application offers an easier access for a wider range of participating organizations and their students, which is especially important in situations as pandemic, where students with fewer opportunities (living in remote areas, employed students, students in quarantine, student-parents) or with disabilities can participate. The COVID-19 situation has also accelerated the use of digital technologies for teaching and learning in higher education. The RESPO X expert system will offer students an opportunity to enhance future job skills and competences considering their background competences, educational programme, social needs, and labour market demands. Thus, the project will contribute to the improved employability and social inclusion. In addition, the project will also contribute to environmental sustainability and social responsibility by focusing on the improvement of STEM and environmental sustainability-related competences of students.<< Implementation >>The RESPO X project will be realised within five work packages (WPs), each of them ensuring the achievement of the project's results and objectives. WP1: Project management WP2: Development of online RESPO X decision support tool WP3: Transdisciplinary training to develop students' skills for a smart green transition WP4: Validation of RESPO X application and modular transdisciplinary training WP5: Project dissemination and exploitation. The WP1 will ensure the effective management of the project within time and budget constraints at the highest level of quality. Furthermore, the coordinator will ensure synergy in collaboration between project partners and carry out internal communication and external communication with the Erasmus+ programme authorities. The management includes organisational, financial, and administrative tasks as well as project monitoring and evaluation. The quality of the project will be assured by external and internal evaluation. The activities connected with the RESPO X application use and transdisciplinary trainings will be evaluated by the students and other participating stakeholders (HE staffs, policymakers, etc) through surveys and verbal feedback, which will then be assessed by the partners responsible for the respective activity. All project tasks will be clarified and monitored. The next three WPs focus on the development and validation of the project's results. Under the WP2 we will develop the RESPO X decision support tool based on the existing RESPO expert system for HE students. We will also select a set of digital, STEM, and sustainability competences that students will need for future jobs. The selected competences will be included in the RESPO X decision support tool. Part of this WP2 is also a training module, which will provide instructions on how to use the RESPO X application in HE institutions. For this purpose also, a supplementary video will be prepared. In WP3 we will execute learning, teaching and training activities for staff and students of participating HE institutions and external stakeholders, mainly students from other HE institutions. The HE participating institutions will together prepare and implement transdisciplinary training modules at the selected participating university to develop and enhance students' digital, STEM and sustainability competences. Under the WP4 the partners will test the developed online decision support tool using transdisciplinary training activities at participating HE institutions and improve it based on the input from students and other stakeholders. Based on results and the implementation report, a handbook on policy recommendations will be created with the main aim to motivate other HE institutions and policymakers to incorporate the project's outcomes into HE policies and institutional strategies. The aim of the dissemination WP5 is to promote the project results to the key stakeholders from higher education, the business sector, policymakers, and the general public to increase awareness of filling the skills gap for future jobs. For this purpose, it is planned, firstly, to make the project results available through communication channels like the project website and the webpages of project partners, in social networks, and through electronic newsletters. Secondly, to disseminate the project and its results through published products like promotional flyers during events; thirdly, to organise five networking multiplier project events in physical and virtual form. It is also planned to make the project visible using project branding through logos and documentation templates. This WP also includes the preparation of policy recommendations based on validation of the RESPO X application and the successful transdisciplinary training practices aimed to incorporate the project's outcomes into HE policies and institutional strategies. The tasks of each WPs are in more detail explained under the Management part of this document.<< Results >>The 4 European higher education institutions and two private organizations with great experiences in the promotion and implementation of business and social innovations for sustainable development, economic growth, and social inclusion will work together over two years to deliver constructive results and outcomes: - RESPO X, an innovative open online decision support tool for assessing and validating a set of students' skills for a smart green transition that they will need for the future regional, national, and EU carrer, - guidelines with the instructions on how to use the RESPO X web application and supplementary promotional video, - a handbook on policy recommendations based on validation of the RESPO X application and the successful transdisciplinary training practices aimed to incorporate the project's outcomes into HE policies and institutional strategies, - report on the implementation of modular transdisciplinary training. The RESPO X project will also create communication, dissemination and exploitation materials, including communication and dissemination plan (CDP), quality control plan (QCP), project website, brochure, leaflet, newsletters, professional and scientific papers. The RESPO X decision support tool will contribute to filling the skill gaps of students as future employees and researchers that can overcome barriers to adopting and introducing new technologies in business and research institutes, which will increase the productivity of future factories and scientific performance of universities and institutes. The report on the implementation of the RESPO X application also offers recommendations for other HE institutions, employers and policy-makers to invest in the educational and training inputs of upskilling and shares examples of successful collaboration that can be replicated and rescaled to other educational levels as well as around the different sectors in the EU and globally.
